On December 5, South Sudan’s Transitional Government of National Unity and opposing factions reconvened for peace negotiations in Nairobi, Kenya, as confirmed by Chief Mediator Lazarus Sumbeiywo. The talks, referred to as “Tumaini,” which translates to “hope” in Swahili, are anticipated to culminate within two weeks following the government’s consultations in Juba. Sumbeiywo expressed gratitude towards the opposition parties for their patience and emphasized their collective resolve towards establishing peace in South Sudan.
The mediation process, attended by representatives from the Intergovernmental Authority on Development (IGAD), as well as envoys from the European Union and the United Nations, aims to finalize critical agreements after a directive from Kenyan President William Ruto and South Sudanese President Salva Kiir on November 6. Earlier this year, the Tumaini Initiative began in May but faced delays due to disputes regarding proposed mechanisms. The parties have since focused on eight developed protocols designed to tackle ongoing issues stemming from previous agreements signed in 2016 and 2018.
One significant outcome of these negotiations is the establishment of a Trust and Confidence Building protocol, which has fostered a positive atmosphere for continued discussions. The parties are striving to ensure effective implementation of both previous and new provisions as an integral part of the peace-building process.
South Sudan’s quest for peace follows years of conflict that have persisted despite previous accords, notably the 2016 Agreement on the Resolution of Conflict and the Revitalized Agreement signed in 2018. The resumption of talks in Nairobi signifies a renewed commitment from all involved parties to resolve outstanding issues and enhance the prospects for stability and governance in South Sudan.
